Chapter I general provisions

Article 4 the education and administration of party members shall follow the following principles:
(1) insist that the party exercise self-supervision over the party and comprehensively enforce strict governance over the party, incorporate strict requirements into the whole process and all aspects of the education and management of party members, and that leading party members and cadres take the lead in receiving education and management;

3. 4. Proceeding from actual conditions, strengthening classified guidance, respecting the principal status of party members, and giving full play to the role of party branches in directly educating, managing, and supervising party members.
Chapter ii study and implement xi jinping thought on socialism with Chinese characteristics for a new era

Leading party members and cadres should adhere to higher standards and stricter requirements, learn comprehensively, systematically, thoroughly, and follow up, consciously arm their minds, guide practice, promote work, and play a role of demonstration and driving.
Chapter iii basic tasks of party member education

Article 13 conduct education in revolutionary traditions, guide party members in learning party history, state history, history of reform and opening up, history of socialist development and fine traditional Chinese culture, remember the party's struggle, carry forward its fine traditions, carry forward the red gene, practice the values of communists, and arouse patriotism.
Article 14 carry out education on situation policies, focus on implementing major decisions made by the party and the state, promote the implementation of major tasks, publicize the party's line, principles and policies, interpret the situation of the world, the country and the party, respond to the concerns of party members, guide party members to correctly understand the situation, and integrate their thoughts and actions into the requirements of the CPC Central Committee.

Chapter iv main forms of daily education and administration for party members
Article 16 a party branch shall use the "three meetings and one lesson" system to conduct regular education and management of party members. Party members shall attend party meetings, group meetings and party lectures on schedule, conduct study and exchange, and report on their ideas and work. Leading party members and cadres shall participate in dual organizational life.
The party branch shall hold a theme party day once a month, which is close to the party members' thoughts and practical work, and organize party members to focus on study, lead organizational life, conduct democratic discussions and provide voluntary services.
Party members shall pay party dues on schedule. Party organizations shall do a good job in collecting, using and managing party expenses.
Article 17 the party branch shall hold at least one meeting every year to organize life meetings, which may also be convened at any time as required by work, usually in the form of a general meeting of party members, a meeting of the party branch committee or a meeting of the party's leading group.
Article 18 party branches generally conduct democratic appraisal of party members once a year. The party branch holds a general meeting of party members and organizes party members to conduct evaluation according to the procedures of individual self-evaluation, mutual evaluation of party members and democratic evaluation. The meeting of the party branch committee or the general meeting of party members shall, on the basis of the appraisal and the daily performance of party members, put forward opinions on the appraisal.

Article 19 primary party organizations shall pay attention to the analysis of the ideological and psychological status of party members.
Article 20 the municipal or county party committees or grass-roots party committees shall organize centralized rotational training for party members every year, mainly relying on party schools at the county level (administrative schools) and grass-roots party schools. The contents and methods of the training shall be determined according to the development of the cause and the key tasks of party building, in combination with the central work of the department or unit in the region and the actual conditions of party members. Party members should spend no less than 32 class hours per year in intensive training.
Article 21 party organizations shall, in accordance with the requirements laid down by the central committee of the party, organize party members to earnestly participate in concentrated intra-party study and education, guide party members to thoroughly study the party's innovative theories on the subject of study and education, and find solutions to their prominent problems.
Provincial party committees and industrial party organizations may, according to the ideological status of party members and the needs of party building, carry out special study and education in due time.
Article 22 a party shall give full play to the party member's cutting edge exemplary role, combining the reality of different groups of party members, through the example, study around, set up the party members' ShiFanGang, area of party members, carry out positioned proportional amount and promised to carry out, guide the party member completes the labor of duty, in effect, at the forefront, were the first to fight for their optimal, communicate with the service in the masses, have the courage to bear as a major task, to do normal when I can see you, a critical moment to stand out, crisis and clear it.
Encourage and guide party members to participate in voluntary service. Party members shall take an active part in voluntary service activities organized by the party or may carry out voluntary service activities on their own.
Article 23 party organizations shall adhere to the unity of strict education and management with enthusiasm, care and care, and encourage, care and help party members politically, ideologically, at work and in life.
In view of the actual conditions of senior party members, such as their physical condition, residence and family condition, we shall adopt flexible methods to provide educational management services, organize them to participate in the life of the party organization and play their role to the best of our ability. For party members who are old, infirm, incapacitated or seriously ill, organizing activities and carrying out study and education does not make mandatory requirements.
Chapter v management of party membership and relations with party members' organizations
Article 24 a probationary party member who is approved by the general meeting of the party branch and accepted by the primary party committee shall acquire party membership on the date of approval.
Party members who have gone abroad for private purposes and settled in a foreign country for a long time and have not returned after studying abroad for more than five years will generally be suspended from membership. The decision to suspend party membership shall be made by the party organization that retains its organizational relationship in accordance with the relevant provisions.
Party membership shall be suspended for party members who have been out of contact with party organizations for more than 6 months and who have still not been contacted through various means. The decision to suspend party membership shall be made by the party branch to which the party belongs or the party organization at a higher level in accordance with relevant provisions. After stopping party membership 2 years cannot get contact really, according to oneself from the party gives remove one's name.
A party member whose party membership has been suspended may be reinstated in accordance with the prescribed procedures if he meets the requirements. Anyone who persuadingly resigns from the party or refuses to withdraw his or her name from the party, or voluntarily removes himself or herself from the party or from the party or is expelled from the party shall, in principle, not be allowed to resume his or her party membership.
Article 25 organizational relations of party members refer to the subordination of party members to the primary party organizations.
Every party member must be incorporated into a branch, group or other specific organization of the party. The party member that has fixed working unit and unit already established party organization, enter party organization of its place unit commonly. Party members who do not have a fixed work unit or have not established a party organization shall generally be included in the party organizations such as their habitual residence or public employment and talent service agencies, parks and buildings.
If the work unit or habitual residence of a party member changes, or if the party member has been out studying, working or living for more than 6 months in a relatively fixed place, the party member's organizational relationship shall be transferred. Primary-level party committees that have the authority to examine and approve probationary party members may directly transfer and accept organizational relations among party members across the country. When a party organization accepts an organizational relationship with a party member, it may, if necessary, take appropriate measures to check the files of party members. The original party organization of a party member whose organizational relationship has been transferred but who has not been accepted shall still have the responsibility of management. Party organizations may not without reason refuse to transfer or accept party members' organizational relations.
Article 26 for party members without personnel files, party members files shall be established by the primary party committee that has the authority to examine and approve probationary party members, and kept by the party committee or its organizational department at or above the county level.
Where conditions permit, party members' files shall be managed electronically.
Chapter vi supervision and management of party members
Article 27 the party organizations shall organize life, listen to public opinion, through strict inspection party members work in a variety of ways, such as the supervision of party members abide by the constitution rules discipline, especially political discipline and rules, comply with the constitution, laws, regulations and ethics, to participate in the organization life, to fulfill its obligations, contact service people, party members play the cutting edge exemplary role.
Article 28 if a party member is found to have problems with his or her thought, work, life, style of work and discipline, and if the public has any negative reaction to him or her, the person in charge of the party organization shall promptly make a reminder and talk to him or her, and take early measures to catch minor problems and prevent them from getting worse.
Article 29 for party members to attend the party organization life in accordance with the relevant provisions, pay dues', flow to the field work life don't keep in touch with the party organization actively, and there are other not consistent with the requirements of behavior, if the circumstances are relatively light, the party organization shall take appropriate way in a timely manner the criticism education, help them improve.
Article 30 party organizations shall make corrections within a time limit of no more than one year to any party member who lacks the revolutionary will, fails to perform his/her duties, or does not meet the requirements of a party member, but is able to correctly understand his/her mistakes, is willing to receive education and management, and is determined to make corrections. Party members given a time limit for correction should take measures to help educate them.
Article 31 in any of the following circumstances, a party member shall be expelled from his or her membership in accordance with the prescribed procedures:
(1) those who have lost their ideal and faith, have vacillated their political stance, and have lost their conditions for membership shall be expelled;
(2) those who believe in a religion and have not been converted through the help and education of party organizations shall be advised to quit the party or be expelled from the party if they refuse to quit;
(3) if he proposes to quit the party because of ideological degeneration, but still persists in quitting the party after receiving education, he shall be expelled from his name;
(4) those who, in order to achieve their own goals, coerce themselves into quitting the party and refuse to change after education, shall be advised to quit the party or be expelled from their names;
(5) if there is still no change after the expiration of the time limit for correction, the party concerned shall be advised to quit the party or its name shall be removed from the list of those who refuse to quit the party;
(6) to be expelled from the party's name for not participating in its organizational activities, paying party dues, or doing any work assigned to him by the party for six consecutive months without proper reasons;
Party members who violate party discipline shall be subject to disciplinary sanctions in accordance with the regulations of the communist party of China on disciplinary actions.
Chapter vii administration of floating party members
Article 32 primary party organizations shall strengthen the administration of itinerant party members, keep in regular contact with itinerant party members who have been away for more than six months and have not transferred their organizational relations, and follow up the work of education, training and management services. In places where floating party members are relatively concentrated, local party organizations may establish floating party members' organizations by relying on industrial parks, Chambers of commerce, trade associations and local offices abroad.
Local party organizations shall assist in the daily management of floating party members. According to the way that one party of organizational relationship belongs to and participates in multiple organizational life, the floating party members are organized to participate in organizational life nearby. Service centers for the party and the masses such as towns, streets, villages, communities and parks shall be open to floating party members. Floating party members may participate in democratic appraisal in the party organizations in the places where they enter or in the party organizations of floating party members.
With regard to the floating party members who have the conditions for transferring their organizations, the party organizations in the places where they leave and those in the places where they enter shall link up and do a good job in transferring them.
Article 33 a rural party branch shall designate a specially-assigned person to be responsible for maintaining contact with mobile party members. Township party committees should grasp the basic situation of floating party members, guide and urge party branches to strengthen daily education management. Organize the floating party members to participate in organizational life or education and training by taking advantage of the opportunity of returning home. Floating party members with better political quality and the ability to get rich should be timely incorporated into the village reserve forces.

Article 34 the party organizations of colleges and universities shall continue to perform their administrative duties with respect to the floating party members of college graduates whose organizational relationship has been retained in the college. The retention period of party members' organizational relations shall generally not exceed 2 years, and the transfer shall be made in a timely manner if the conditions for the transfer of party members' organizational relations are met.
For studying and studying party members abroad, the party organization of the original university or work unit shall retain its organizational relationship with them and contact them at least once every six months. Party members who go abroad for study and research resume their organizational life in accordance with regulations after returning.

Article 38 party members shall take the initiative to learn and use the Internet, take advantage of various platforms for the education and management of party members, actively participate in online learning and training, earnestly participate in activities organized by the party, and consciously accept the education and management of party organizations. Chapter ix organizational leadership and job security

The Organization Department of the CPC Central Committee is mainly responsible for overall coordination of the education and management of party members, focusing on the organization and arrangement of centralized and regular education for party members, and strengthening specific guidance for the education and management of party members.
The state commission for discipline inspection of the CPC Central Committee is mainly responsible for educating party members on their disciplinary style, guiding their supervision, and investigating and dealing with their violations of party discipline, duties and crimes.
The Publicity Department of the CPC Central Committee is mainly responsible for political theory education and situation policy education of party members, guiding and coordinating the compilation of educational textbooks for party members, and organizing advanced and typical study and publicity of party members.
The Party School of the CPC Central Committee (the national academy of administration) is mainly responsible for the training of party members and leading cadres, and instructs local party schools (the academy of administration) to include party members' education and training in their teaching plans to ensure the class hours and teaching quality.
The working committee of the CPC Central Committee and state organs is mainly responsible for guiding party organizations at all levels of the CPC Central Committee and state organs in the education and administration of party members.
The party group of the Ministry of Education is mainly responsible for macro guidance of the education administration of party members in institutions of higher learning.
The State-owned Assets Supervision and Administration Commission of the State Council is mainly responsible for the education and management of party members in enterprises under its supervision.
Organization departments of party committees at various levels, discipline inspection and supervision organs, publicity departments of party committees, party schools (schools of administration), working committees of party committees, working committees of education and state-owned assets supervision and administration commissions undertake the tasks of education and management of party members according to their respective functions and responsibilities.

Article 41 community-level party committees in towns and townships, streets, state-owned enterprises, institutions of higher learning and other areas shall, in accordance with relevant regulations, appoint a certain number of full-time and part-time organizers, who shall organize departments at or above the county level to provide professional guidance and management, and undertake the work of guiding and urging the development of party members and the education and management of party members.
Party committees at or above the county level recruit party members from outstanding teachers in party schools, secretaries of party organizations at the grass-roots level, advanced role models, party workers, experts and scholars, practical and technical talents, retired cadres and other personnel.
We will strengthen the development of party schools at the county level (administrative schools) and at the community level. Party schools (administrative schools) at the county level shall regard centralized training of party members as an important task. Organize and arrange party member education lecturers to give lectures at the grass-roots level in a planned way. We will give full play to the functions of service centers for the party and the masses, education and training bases for party members and cadres, and practice centers for civilization in the new era.
We will strengthen the planning for the development of teaching and training materials for party members nationwide, and organize the compilation of basic teaching materials for party members nationwide. All regions, departments and units may, in combination with the actual situation, develop their own distinctive and practical teaching materials for party members.
Article 42 of the party members' education management expenses shall be included in the local fiscal budget, according to the number of party members with the actual transfer, key security in rural areas, community, non-public economic organizations and social organizations, public employment and personnel services such as grass-roots party organizations to carry out the party members' education management, form a stable funds safeguard mechanism. Party fees retained by party committees at all levels are mainly used to educate and train party members and support grassroots party organizations in carrying out organizational life. We will increase funding for the education and management of party members in old revolutionary base areas, ethnic minority areas, border areas, and poor areas.
Article 43 party committees at all levels shall strengthen the inspection and assessment of the education and management of party members. Grassroots party committees take the education and management of party members as an important part of their annual report to higher party organizations. In the review and assessment of the work of party construction at the grass-roots level, the party organization leaders should evaluate the education and management of party members. Party organizations at higher levels should examine and inspect the education and management of party members in party organizations at lower levels during their annual and term assessments.
Those who are derelict in the education and management of party members shall be held accountable in accordance with relevant regulations.
Chapter x supplementary provisions
Article 44 regulations on the education and administration of party members of the Chinese people's liberation army and the Chinese people's armed police force shall be formulated by the central military commission in accordance with these regulations.
Article 45 these regulations shall be interpreted by the Organization Department of the CPC Central Committee.
Article 46 these regulations shall take effect as of May 6, 2019.
