Chapter I general provisions

Article 3 the work of a party branch must follow the following principles:

Chapter ii organizational setup

Article 4 the establishment of party branches is generally based on units and regions, with separate establishment as the main mode. A party branch shall be established in enterprises, rural areas, government organs, schools, research institutes, communities, social organizations, companies (middle) of the people's liberation army and armed police, and other grass-roots units where there are at least three full party members.

Party branch members generally do not exceed 50.

Article 6 the establishment of a party branch shall generally be applied for by the grass-roots units, and the grass-roots party committee of the township (subdistrict) or the unit shall hold a meeting to discuss and decide on the establishment of the branch, and the approval time shall generally be no more than one month.

After the approval of the grass-roots party committee, the grass-roots unit shall hold a general meeting of party members and elect a secretary or deputy secretary of a party branch or a party branch without a committee. The official reply and election result shall be submitted by the grass-roots party committee to the organization department of the higher party committee for the record.

According to the work needs, the superior party committee may directly make the decision to establish the party branch in the grass-roots unit.

Article 7 if a party branch no longer meets the requirements for establishment due to changes in the number of party members or in the unit or region to which it belongs, the party organization at the next higher level shall promptly adjust or cancel it.

Temporary party branch secretaries, deputy secretaries and members are designated by the party organization that approved their establishment.

Chapter iii basic tasks

Article 9 the basic tasks of a party branch are:

1) to publicize and implement the party's theories, line, principles and policies, and publicize and implement the resolutions of the party central committee, party organizations at higher levels and party branches of the party concerned. To lead the trade unions, communist youth league, women's organizations and other mass organizations of the respective departments and units in the region, and support them in carrying out their work independently and responsibly in accordance with their respective articles of association.

(5) to educate and train activists who wish to join the party, do a good job in the regular recruitment of party members, give top priority to political standards, exercise strict procedures and discipline, and develop party members with pure political qualities. (6) to supervise party members, cadres and other working personnel to strictly observe the laws and regulations of the state, the financial and economic regulations and the personnel system of the state, and not to encroach upon the interests of the state, the collective or the masses.

Article 10 party branches in different fields shall, in combination with the actual situation, undertake their respective key tasks:

(1) the party branch of the village shall comprehensively lead all kinds of organizations and work subordinate to the village, carry out work centering on the implementation of the rural revitalization strategy, organize and lead the peasant masses to develop the collective economy, take the road of common prosperity, lead village-level governance and build harmonious and beautiful villages. (2) the community party branch shall lead all kinds of organizations and all kinds of work subordinate to the community, carry out work centering on consolidating the party's ruling foundation in the city and improving people's welfare, lead community-level social governance, organize and integrate the resources under its jurisdiction, serve the people in the community, maintain harmony and stability, and build a beautiful home.

(3) party branches in state-owned enterprises and collective enterprises shall ensure the supervision of the implementation of the principles and policies of the party and the state, carry out work centering on the production and operation of the enterprises, participate in the decision-making on major issues of the enterprises in accordance with regulations, serve the reform and development, gather the staff and workers, build the enterprise culture, and create first-class achievements.

(4) party branches in colleges and universities shall ensure the supervision of the implementation of the party's education policy, consolidate the guiding position of marxism in the field of ideology in colleges and universities, strengthen ideological and political guidance, lay a solid foundation for students' ideals and beliefs, carry out the fundamental task of building morality and cultivating people, and ensure the completion of various tasks of teaching and research management.

(5) party branches in non-public economic organizations shall guide and supervise enterprises to strictly abide by the laws and regulations of the state, unite and rally the staff and workers, safeguard the legitimate rights and interests of all parties in accordance with the law, build advanced enterprise culture and promote the healthy development of enterprises.

(6) party branches in social organizations shall guide and supervise social organizations to practice their business in accordance with the law and practice their business in good faith, educate and guide employees to enhance their political identity, guide and support social organizations to participate in social governance, provide public services and assume social responsibilities in an orderly manner.

Chapter iv working mechanism

Article 11 the general meeting of party members of a party branch is the decision-making body of the party branch.

Important matters concerning villages and communities, as well as matters closely related to the interests of the masses, must be discussed at the general meeting of the party branch members.

The subject of the general meeting of party branch members shall be fully discussed before being put to a vote. Voting shall be conducted only when more than half of the party members with the right to vote are present.

Article 12 the party branch committee is the leading body for the daily work of the party branch.

Party branch committee meetings are generally held once a month and can be held at any time as needed to discuss and make decisions on the important work of the party branch. A meeting of the party branch committee must be attended by more than half of its members. Important matters shall generally be discussed at a meeting of the party branch committee before being submitted to the party congress for decision.

Article 13 a party branch with a large number of party members or with a relatively dispersed work place or residence shall, in accordance with the principle of facilitating the organization and development of activities, be divided into several party groups and set up a party group leader. The leader of a party group shall be appointed by the party branch or recommended by the party member of the party group to which he belongs.

The party group mainly implements the party branch work request, completes the party branch arrangement task.

Party group meetings are held once a month to organize party members to participate in political study, heart-to-heart talks, criticism and self-criticism.

Article 14 the general meeting of the party branch and the meeting of the party branch committee shall be convened and presided over by the secretary of the party branch. If the secretary is unable to attend the meeting, the deputy secretary or the committee member may be entrusted to convene and preside over the meeting. The party group meeting will be convened and presided over by the party group leader.

Chapter v organizing life

Article 15 party branches shall strictly implement the party's system of organizational life, carry out criticism and self-criticism regularly, seriously and seriously, and enhance the political nature, timeliness, principle and militancy of inner-party political activities.

Leading party members and cadres shall take the lead in participating in the activities organized by the party branch or party group.

With the consent of the party organization, the party organization of the unit to which the party member belongs may incorporate him into a party branch or a party group and participate in the life of the organization.

Article 17 the party branch shall hold at least one organizational meeting every year, which is generally arranged in the fourth quarter, or may be held at any time according to work needs. Organizing life will generally be held in the form of party branch party member meeting, party branch committee meeting or party group meeting.

Article 18 the party branch shall, in general, conduct democratic evaluation of party members once a year, organize party members to conduct party spirit analysis in accordance with the criteria for qualified party members and the pledge of party membership, and in connection with individual actual conditions.

The party branch holds a general meeting of party members and organizes party members to conduct evaluation according to the procedures of individual self-evaluation, mutual evaluation of party members and democratic evaluation. For party branches with a large number of party members, individual self-evaluation and mutual evaluation of party members may be conducted within the scope of party groups. The meeting of the party branch committee or the general meeting of party members shall, on the basis of the appraisal and the daily performance of party members, put forward opinions on the appraisal.

Democratic appraisal of party members may be carried out in conjunction with the organization of their life.

Article 19 a party branch shall often carry out heart-to-heart talks. Between party branch members, between party branch members and party members, and between party members and party members, generally not less than once a year. Party branches should pay attention to the analysis of the ideological and psychological status of party members. Chapter vi construction of party branch committees

Article 20 a party branch with seven or more full party members shall establish a party branch committee. The party branch committee consists of three to five members, usually no more than seven.

A party branch with less than 7 full party members shall have a secretary or, if necessary, a deputy secretary.

Article 21 the party branch committees of villages and communities are elected for a term of five years, and the party branch committees of other grass-roots units are generally elected for three years.

The party branch committee shall be elected by the party branch general meeting, and the secretary and deputy secretaries of party branches shall generally be elected by the party branch general meeting. Members of the party branch elected shall be reported to the higher party organization for the record; The party branch secretary or deputy secretary shall be submitted to the superior party organization for approval. If there is a vacancy of secretary, deputy secretary or member of the party branch, by-election shall be held in a timely manner. When necessary, a party organization at a higher level may appoint a secretary or deputy secretary of a party branch.

The deputy secretary of the party branch assists the secretary of the party branch in his work. Other members of the party branch carry out their work according to their respective duties.

Villages and communities should pay attention to the selection of party branch secretaries from the groups of villagers with strong abilities, demobilized veterans, workers engaged in business, village teachers, village doctors, social workers, college students, village officials, retired cadres and workers. Where there is no suitable candidate, the party organization at the next higher level may appoint party branch secretaries across regions or from organs, enterprises or institutions. Article 28 establish a working mechanism for continuously rectifying weak and lax party branches. Chapter vii leadership and guarantee

Article 29 party committees (leading party groups) at all levels shall take the construction of party branches as the most important capital construction, regularly study and discuss, strengthen leadership and guidance, and earnestly fulfill their main responsibilities. County party committee studies the party branch construction at least once a year.

Secretaries of party committees (party leading groups) at all levels should take the lead in establishing working contact points of party branches, taking the lead in conducting investigations and studies at the grass-roots level, discovering and solving problems, and summarizing experience in promotion.

Article 30 the party committee shall organize departments to regularly analyze, study and evaluate the construction of party branches, strengthen classified guidance, supervision and inspection, expand the number of advanced party branches, improve the level of intermediate party branches, and rectify the later party branches. Strengthen party branch standardization, standardization construction. Grassroots party committees should generally be equipped with full-time and part-time organizers to strengthen the specific guidance of party branch construction.

Party committees at all levels should pay attention to understanding the daily performance of party members and cadres through the party branch, and the cadres should listen to the opinions of the party branch of the target party.

Village and community party branch secretaries shall be incorporated into the organization department of the county party committee for record management.

Article 31 the work of party branches in villages and communities shall be incorporated into the work of patrol and supervision by the county party committee.

Article 32 the construction of a party branch shall be included in the important content of the review, appraisal and assessment of the work of party secretaries at all levels in carrying out the work of party building at the grass-roots level, and serve as an important basis for judging the fulfillment of their political responsibility of managing the party and running the party. If the party committee at the next higher level and its organizational departments fail to carry out the work, they shall have an interview. If a serious problem arises in the construction of a party branch and the party members or the general public feel strongly about it, they shall be held seriously accountable in accordance with relevant regulations.

Article 33 party organizations at all levels shall provide necessary conditions and guarantee funds for party branches to carry out their work. We will strengthen the ability of village and community party branches to guarantee their operating funds, implement the remuneration of party branch secretaries in villages and communities, and establish a normal growth mechanism according to the level of local economic development. Party branches of non-public economic organizations and social organizations shall be provided with financial support. We will strengthen the building of venues for community-level party organizations in villages, communities, parks and other areas, actively use modern technology and information tools, and give full play to the comprehensive functions of conducting official business, conducting party activities, and providing services for the convenience of the people.

Party funds managed by party committees at or above the county level should be allocated annually to party branches, with the focus on supporting party branches in poverty-stricken villages, party branches in poverty-stricken state-owned enterprises, party branches in non-public economic and social organizations, party branches of floating party members, party branches of retired cadres and workers, and other party activities.

Chapter viii supplementary provisions

Article 34 these regulations shall apply to the primary party committees and committees of general party branches in villages and communities.

Article 35 the central military commission may, in accordance with these regulations, formulate relevant provisions.

Article 36 the Organization Department of the CPC Central Committee shall be responsible for the interpretation of these regulations.

Article 37 these regulations shall come into force on October 28, 2018. If the provisions of other party branches are inconsistent with these regulations, these regulations shall apply.
