Adhere to the principle of democratic centralism

No one is allowed to treat party cadres as private property, and no personal attachment is allowed within the party. The lower level should resist the request of the higher level leading cadres and report to the higher level party organizations until the central committee of the party, and should not obey the higher level leading cadres without principle. Cadres are the precious wealth of the party. They must not only be strictly educated, managed and supervised, but also be genuinely cared about politically, ideologically, in work and in life.
We should establish a fault-tolerant and error-correcting mechanism and tolerate the mistakes of cadres in their work, especially in reform and innovation. We should learn from past mistakes to avoid future ones and cure the disease to save others. We should treat cadres who make mistakes correctly and help them recognize and correct their mistakes. It is not allowed to confuse the nature of the mistakes made by cadres or exaggerate the extent of the mistakes to make improper treatment of cadres, and it is not allowed to take advantage of the mistakes made by cadres to vent personal anger or retaliate against them.
Party organizations and leading cadres at all levels must bear in mind that empty talk is harmful to the country, do practical work to rejuvenate the country, practice the correct view of achievements, carry forward the spirit of driving nails, vigorously quit empty talk, check the actual situation, take concrete measures, do practical work, seek actual results, and fulfill their duties. Leading cadres at all levels should be selfless and fearless, brave enough to face up to difficulties in the face of contradictions, brave enough to stand up in the face of danger, and brave enough to bear responsibility in the face of mistakes. Criticism must be self-interested, not judgmental, not self-venting. We must resolutely oppose the vulgar philosophy and good-will doctrine of being indifferent to one's own affairs, being ignorant of what is wrong and saying less is better.
Leading organs and cadres of the party must listen to different opinions and encourage their subordinates to report the true situation. Reports and speeches made at party work meetings and summaries of various kinds of work, as well as inspections and guidance by organs at higher levels and leading cadres, should highlight not only achievements and experience, but also problems and shortcomings. We should not only focus on solving problems, but also reflect on our own work and leadership responsibilities.
