Regulations of the communist party of China on inspection work (trial)

Chapter I general provisions

Article 1 these regulations are formulated in accordance with the constitution of the communist party of China for the purpose of strengthening intra-party supervision, improving the inspection tour system and standardizing the inspection tour work.

Article 2 the central committee of the party and the committees of provinces, autonomous regions and municipalities directly under the central government shall implement the system of inspection Tours, and establish special inspection agencies to supervise the inspection Tours of leading bodies of party organizations at lower levels and their members.

Article 3 the inspection tour shall follow the guidance of deng xiaoping theory and the important thought of three represents, thoroughly apply the scientific outlook on development, adhere to the party's principle of governing the party and strictly governing the party, maintain party discipline, and ensure the implementation of the party's line, principles and policies as well as major decisions and arrangements of the central committee.

Article 4 inspection Tours shall adhere to the party's leadership and responsibilities at different levels, seek truth from facts, be objective and fair, and carry forward the principles of democracy and reliance on the masses.

Chapter ii organizational setup

Article 5 the central committee of the party and the committees of provinces, autonomous regions and municipalities directly under the central government shall establish leading groups for inspections and shall be responsible and report on their work respectively to the central committee and the committees of provinces, autonomous regions and municipalities directly under the central government.

Article 6 an office under the leading group for inspection shall be its daily office. Its offices are set up in the party's commission for discipline inspection at the corresponding level.

Article 7 the central committee of the party and the committee of a province, autonomous region or municipality directly under the central government shall set up a inspection group to undertake the task of inspection and report to the leading group for inspection.

Article 8 inspection group shall set up group leader, deputy group leader, inspectors and other working positions. Inspection group implements the leader responsibility system, and the deputy leader assists the leader in work.

Article 9 the responsibilities of the leading group for inspection are as follows:

(1) to implement the resolutions and decisions of the central committee of the party and the committees of provinces, autonomous regions and municipalities directly under the central government on inspection Tours;

(2) to study and decide on annual and phased plans and plans for inspections;

(3) to hear reports on inspection work;

(4) to study the application of inspection results and put forward relevant opinions and Suggestions;

(5) to report to party organizations at the same level on their inspection work;

(vi) to manage and supervise inspection group;

(7) to study and deal with other important matters in inspection Tours.

Article 10 the central government shall be responsible for inspecting the leading bodies of the following party organizations and their members:

(1) party committees of provinces, autonomous regions and municipalities directly under the central government and leading groups of party members of governments at the same level;

(2) the standing committees of the people's congresses of provinces, autonomous regions and municipalities directly under the central government and the leading party members of the CPPCC committees;

(3) leading party organizations and members of other units that the central committee requires to inspect.

Article 11 the party committee of a province, autonomous region or municipality directly under the central government shall be responsible for inspecting the leading bodies of the following party organizations and their members:

(1) the party committees of cities (prefectures, prefectures and leagues), counties (cities, districts and banners) and the leading party groups of governments at the same level and their members;

(2) the standing committees of municipal (prefectural, prefectural and league), county (municipal, district and banner) people's congresses and leading party groups of CPPCC committees and their members;

(3) leading party organizations and members of other units that the party committee of a province, autonomous region or municipality directly under the central government requests to inspect.

Article 12 the inspection group shall supervise the leading bodies of party organizations and their members listed in article 10 and article 11 of these regulations as follows:

1) the implementation of the party's line, principles, policies, resolutions and decisions, especially the implementation of deng xiaoping theory, the important thought of three represents and the scientific outlook on development;

(2) the implementation of democratic centralism;

(3) the implementation of the responsibility system for building a clean and honest party conduct and diligent administration;

(4) progress in improving work style;

(5) selection and appointment of cadres;

(6) other matters requested by the party organization that sent the inspection group.

Article 13 the functions and duties of the leading group office for inspection are as follows:

(1) to undertake comprehensive coordination, policy research and institutional development;

(ii) report to the leading group for inspection work the important situation in the inspection work, and convey to the inspection group the decision and deployment made by the leading group for inspection work;

(3) cooperate with relevant departments in training, assessment, deployment, appointment and removal, supervision and management of patrol personnel;

(iv) cooperate with inspection group to supervise the matters decided by the leading group of party organization and inspection work dispatched by inspection group;

(5) to handle other matters assigned by the leading group for inspection.

Chapter iii working procedures

Article 14 party committees of provinces, autonomous regions and municipalities directly under the central government, municipal (prefectural, prefectural and league) party committees, standing committees of people's congresses, governments and leading groups of the CPPCC committees at the same level and their members shall be inspected once or twice in each term of office.

Inspection of party committees of counties (cities, districts and banners), standing committees of people's congresses, governments and leading groups of CPPCC committees at the same level and their members shall be determined by party committees of provinces, autonomous regions and municipalities directly under the central government.

Article 15 before the inspection group carries out the inspection, it shall ask the discipline inspection and supervision organ, organization, personnel, audit, petition and other departments at the same level for information about the leading group of the party organization and its members of the inspected areas and units.

Article 16 the inspection group shall, according to the situation of the areas and units inspected, formulate the patrol work plan and report it to the leading group office of the patrol work for the record. Article 17 the office of leading group of inspection work shall inform the inspected areas and units in writing of the arrangement of inspection work 10 working days in advance, and coordinate and arrange the entry of inspection group into relevant matters.

Article 18 after inspection group enters the patrol area or unit, it shall notify the leading group of the party organization and its members of the plan, arrangement and requirements for the patrol, and explain the purpose and tasks of the patrol.

Article 19 inspections shall be carried out by party organizations of the areas and units being inspected. The areas inspected shall publish the supervision scope, time arrangement and contact information of the inspection work through the major local news media.

The units inspected shall publicize the above-mentioned situation through internal circulars and other means.

Article 20 the main working mode of inspection group is as follows:

(1) to hear the work reports of the party committees (party leading groups) of the areas and units inspected and the special reports of the relevant departments;

(2) to attend, as required by work, the relevant meetings of the areas and units being inspected, the democratic life meetings of the leading bodies of the party organizations being inspected and the reports on their work;

(3) to accept letters, telephone calls and visits reflecting the problems of the leading bodies of party organizations and their members being inspected;

(4) to convene a symposium to hear opinions;

(5) having individual conversations with members of the leading bodies of party organizations and other cadres and masses being inspected;

(6) to read and copy relevant documents, archives, meeting minutes and other materials;

(7) democratic assessment and questionnaire survey of the leading bodies of party organizations and their members inspected;

(8) to inspect the place being inspected in an appropriate manner
