In order to further promote the probity of party members and leading cadres in political affairs, these standards are formulated in accordance with the CPC constitution and in combination with the practice of probity and self-discipline of party members and leading cadres.

The general

The style of the ruling party bears on the life and death of the party. Resolutely punishing and effectively preventing corruption is a major political task that the party must always carry out. Honesty is an important guarantee for the party's leading cadres to adhere to deng xiaoping theory and the important thought of three represents, thoroughly implement the scientific outlook on development, and fully implement the party's line, principles and policies. It is an important content of strict party governance and constantly strengthening the party's governing ability and advanced nature construction in the new period. Is to promote the reform and opening up and the socialist modernization of the basic requirements; Is the right exercise of power, an important basis for the performance of duties.

Party members and leading cadres must have the lofty ideal of communism and a firm belief in socialism with Chinese characteristics, and practice the system of core socialist values. We must adhere to the purpose of serving the people wholeheartedly, establish the party for the public and govern for the people; We must play an exemplary role among party members and the people in self-respect, self-examination, self-warning and self-encouragement. Must model abide by party discipline law of the country, be honest and upright, be loyal to duty, exercise power correctly, maintain the integrity of official behavior from beginning to end; We must carry forward the party's fine style of work, be realistic and pragmatic, work hard and maintain close ties with the masses.

To promote the integrity of leading party members and cadres in political affairs, we must adhere to the principle of addressing both the symptoms and root causes of corruption, taking comprehensive measures to address both punishment and prevention, and paying attention to prevention.

Chapter I code of conduct for clean government

Article 1 it is prohibited to take advantage of the influence in power and position to seek illegitimate interests. Do not commit the following ACTS:

(1) to demand, accept or, in the name of borrowing, occupy the objects of management and service and the property of other units or individuals related to the exercise of functions and powers;

(2) to accept gifts, banquets, travel, fitness, entertainment and other activities that may affect the impartial performance of official duties;

(3) accepting gifts and various kinds of negotiable securities and payment vouchers in official activities;

(4) seeking illegitimate interests in the form of transactions, entrusted financial management, etc.;

(5) to make use of the inside information known or obtained for profit;

(6) occupying more housing in violation of regulations, or buying and selling affordable housing, low-rent housing and other low-income housing in violation of regulations.

Article 2 unauthorized profit-making activities shall be prohibited. Do not commit the following ACTS:

(1) doing business or running an enterprise in the name of an individual or in the name of another person;

(2) owning shares or securities of a non-listed company (enterprise) in violation of regulations;

(3) buying or selling stocks or investing in other securities in violation of regulations;

(4) an individual registers a company abroad or invests and becomes a shareholder;

(5) taking part-time jobs in economic entities, social organizations or other units in violation of regulations, or taking part-time jobs for payment, or engaging in paid intermediary activities;

(6) within three years after resignation or retirement, accept the appointment of private enterprises, enterprises with foreign investment and intermediary organizations within the area and business scope under the jurisdiction of the original post, or engage in profit-making activities related to the business under the jurisdiction of the original post.

Article 3 it is prohibited to use public property for personal gain or for personal gain in violation of the regulations on the management and use of public property. Do not commit the following ACTS:

(1) reimburse expenses with public funds or pay expenses that should be borne by individuals;

(2) borrowing public funds or public property in violation of regulations or lending public funds or public property to others;

(3) keeping and releasing public funds for private use;

(4) travel with public funds or in a disguised manner;

(5) to use public funds to participate in high-cost entertainment and fitness activities and obtain various forms of club membership;

(6) purchase commercial insurance with public funds, pay housing provident fund, issue subsidies, subsidies and bonuses in violation of regulations;

(7) illegal possession of public property, or illegal possession of public property by means of symbolic payment of money;

(8) misappropriate or borrow public funds such as social security funds, housing provident funds or other financial funds.

Article 4 selection and appointment of cadres in violation of regulations shall be prohibited. Do not commit the following ACTS:

(1) to take improper means to seek positions for himself or another person;

(2) failing to recommend, investigate, incubate, discuss and decide on the appointment or removal of cadres in accordance with the prescribed procedures;

(3) to disclose without authorization information concerning democratic recommendation, democratic assessment, investigation, deliberation, discussion and decision of cadres;

(4) to conceal or distort the truth during the investigation of cadres;

(5) conducting non-organizational activities such as democratic recommendation, democratic assessment, investigation and election canvassing;

(6) to take advantage of his position to interfere privately in the selection and appointment of cadres at lower levels or in areas or units where he held office;

(7) to promote and adjust cadres in the course of job transfers and organizational changes;

(8) making official vows, appointing cronyism and engaging in graft in the selection and appointment of cadres.

Article 5 it is prohibited to seek benefits for relatives and staff members by taking advantage of the influence of functions and powers and positions. Do not commit the following ACTS:

(1) to request or assign promotion of spouses, children, their spouses, other relatives and staff around them;

(2) paying with public funds the expenses of study, training, tourism and other expenses for the spouse, children and their spouses and other relatives, and obtaining financial assistance from individuals or institutions for the spouse, children and their spouses and other relatives to go abroad to settle down, study abroad or visit relatives;

(3) obstructing the investigation and handling of cases involving spouses, children, their spouses, other relatives and staff around them;

(4) to take advantage of his position to seek benefits for others, and his parents, spouse, children and their spouses or other relevant persons accept money or property from the other party;

(5) to acquiesce, connive at, or give orders to one's spouse, children, spouse, other relatives or staff members to seek personal gains in their own name;

(6) to provide convenience for their spouses, children and their spouses and other relatives to do business or run enterprises, or to make use of their functions and powers to provide convenience for each other's spouses, children and their spouses and other relatives to do business or run enterprises;

(3) to rent or occupy guest rooms with public funds for personal use without authorization;

(4) equipping, buying, replacing, decorating or using a car in violation of regulations;

(5) to decide or approve, in violation of regulations, the holding of various celebration activities with public funds or by way of apportionment.

Article 7. It is prohibited to interfere in market economic activities and seek personal gains in violation of regulations. Do not commit the following ACTS:

(1) intervening in and intervening in such market economic activities as contracting and awarding construction projects, assigning land-use rights, government procurement, real estate development and operation, development and utilization of mineral resources, and services provided by intermediary agencies;

(2) intervening in and intervening in the restructuring, restructuring, merger, bankruptcy, transaction of property rights, liquidation and verification of assets, appraisal of assets, transfer of assets, investment in major projects and other major business activities of state-owned enterprises;

Chapter ii implementation and supervision

Article 9 party committees (leading party groups) at all levels shall be responsible for the implementation of these standards. The main comrades in charge should set an example and follow this standard.

The party's disciplinary inspection organ shall assist the party committee (leading party group) at the same level in the implementation of these standards and shall be responsible for supervision and inspection of their implementation.

Article 10 party committees (leading party members' groups) at all levels shall strengthen the education of party members' leading cadres in their honesty in engaging in political affairs, and shall make these standards an important part of the education and training of party members' leading cadres.

Article 14 to carry out and implement these standards, we must combine intra-party supervision with non-party supervision, and give full play to the supervisory role of the democratic parties, people's organizations, the people and the media.

Chapter iii supplementary provisions

Article 15 these standards shall apply to leading party members and cadres at or above the county (branch) level in party organs, people's congresses, administrative organs, CPPCC organs, judicial organs and procuratorial organs; In people's organizations and public institutions, party members and leading cadres at or above the county (prefecture) level.

Party members in the leading personnel of state-owned and state-holding enterprises (including state-owned and state-holding financial enterprises) and their branches; Heads of party members of organs directly under a county (city, district or banner), judicial organs or procuratorial organs at the section level, heads of party members of towns and townships (subdistricts), and heads of party members of grass-roots stations shall refer to the implementation of these standards.

Article 16 provinces, autonomous regions and municipalities directly under the central party committee, the xinjiang production and construction corps of the party committee, the departments directly under the central government, central government departments, state-owned assets supervision and administration committee of the party committee, the China banking regulatory commission, China securities regulatory commission, China insurance regulatory committee of the party committee, can according to the present standards, combined with the actual situation of their respective work, formulate specific provisions, submitted to the CPC central commission for discipline inspection for the record.

The CMC may, in accordance with these guidelines and in the light of the actual situation of the people's liberation army and the Chinese people's armed police force, formulate specific provisions.

Article 17 the interpretation of these standards shall be vested in the CPC Central Commission for Discipline Inspection.

Article 18 these standards shall go into effect as of the date of promulgation. The guidelines for the integrity of leading party members and cadres of the communist party of China (for trial implementation) promulgated in March 1997 shall be repealed at the same time.
