Under special circumstances, the CPC Central Committee and the committees of provinces, autonomous regions and municipalities directly under the central government may admit party members directly.

The probationary period of a probationary member shall be counted from the date on which the general meeting of the party branch approves him as a probationary member. The length of party membership of a party member shall be counted from the date on which he becomes a full party member upon the expiration of the probationary period.

Article 8 every party member, regardless of his or her position, must be incorporated into a branch, group or other specific organization of the party, participate in the activities of the party organization and accept supervision by the masses inside and outside the party. Leading party members and cadres must also participate in democratic activities of the party committees and leading party groups. No special party member who does not participate in the organizational activities of the party or accept supervision by the masses within or outside the party shall be allowed.

Article 9 party members shall have the freedom to quit the party. A party member who wishes to quit the party shall, after discussion at the general meeting of the party branch concerned, announce his removal from the party and report it to the next higher party organization for the record.

A party member who, for six consecutive months without a valid reason, fails to participate in the organizational activities of the party, or to pay party dues, or to do the work assigned to him by the party, is considered to have left the party on his own accord. The general meeting of the party branch shall decide to remove such a member from its membership and report the matter to the next higher party organization for approval.

Chapter ii the party's organizational system

Article 10 the party is a unified body organized in accordance with its own program and articles of association and on the basis of democratic centralism. The party's basic principles of democratic centralism are:

1. Individual party members are subordinate to the party organization, the minority to the majority, lower party organizations to higher organizations, and all party organizations and members are subordinate to the national congress and the central committee of the party.

The highest leading body of the party is the national congress of the party and the central committee elected by it. The leading organs of the party at the local levels are the party congresses at the local levels and the committees generated by them. Party committees at all levels are responsible to and report on their work to the congress at the corresponding level.

(4) higher party organizations should always listen to the opinions of lower organizations and the masses of party members and promptly solve the problems raised by them. Lower party organizations should not only seek instructions from and report on their work to higher party organizations, but also independently and responsibly solve problems within the scope of their functions and duties. Higher and lower level organizations should exchange information, support and supervise each other. Party organizations at all levels should make party affairs open in accordance with regulations so that party members have more knowledge and participation in inner-party affairs.

Party committees at all levels practise a system of combining collective leadership with individual responsibility according to the division of labor. All major issues shall be decided upon through collective discussion by party committees in accordance with the principles of collective leadership, democratic centralism, individual deliberation and decisions made at meetings. Committee members should earnestly perform their duties according to collective decisions and division of labor.

The party prohibits any form of personality worship. We must ensure that the activities of party leaders are under the supervision of the party and the people, and maintain the prestige of all leaders who represent the interests of the party and the people.

Article 11. The election of deputies to party congresses and party committees at all levels shall reflect the will of the electors. The election is by secret ballot. The list of candidates should be fully deliberated and discussed by party organizations and voters. A formal election may be conducted directly by a method of competitive election in which the number of candidates exceeds the number of candidates to be elected. A preliminary election may also be conducted using the multi-candidate election method to produce a list of candidates and then conduct a formal election. Voters have the right to know about candidates, to demand a change of candidates, to reject any candidate, and to choose someone else. If the election of local party congresses at all levels and primary party congresses violates the party constitution, the party committee at the next higher level, after investigation and verification, shall make a decision to invalidate the election and take appropriate measures, report it to the party committee at the next higher level for examination and approval, and formally announce its implementation.

Deputies to party congresses at all levels shall adopt a tenure system.

Article 12. The CPC Central Committee and local party committees at various levels shall, when necessary, convene meetings of deputies to discuss and decide on major issues that need to be resolved in a timely manner. Article 13. The formation of a new party organization or the dissolution of an existing party organization must be decided by the party organization at a higher level.

Article 16 in discussing and deciding on issues, party organizations must implement the principle that the minority is subordinate to the majority. Important issues are decided by a vote. Serious consideration should be given to the different opinions of the minority. If there is an argument on an important issue and the number of the two parties is close, the decision shall be postponed, further investigation and study shall be conducted, opinions shall be exchanged, and the next vote shall be taken, except in case of emergency when the majority opinion must be followed. Under special circumstances, the dispute may be reported to the superior organization for a ruling.

If an individual party member makes an important statement on behalf of a party organization, he or she must submit it to the party organization to which he or she belongs for discussion or decision, or seek instructions from the party organization at a higher level. No party member, regardless of his or her position, can decide on major issues on his or her own. In case of emergency, when a decision must be made by an individual, the decision should be promptly reported to the party organization afterwards. No leader should be allowed to exercise personal arbitrariness and put himself above the organization.

Article 17 the party's central, local and primary organizations must attach great importance to party building, constantly discuss and inspect the party's publicity, education, organizational, discipline inspection, mass work, and united front work, and pay attention to studying the ideological and political situation inside and outside the party.

Chapter iii central organization of the party

Article 18. The national congress of the party shall be held every five years and convened by the central committee. The Secretariat of the CPC Central Committee is the administrative body of the Political Bureau of the CPC Central Committee and its standing committee. Members of the party's central military commission are determined by the central committee.

Local party committees at all levels hold plenary meetings at least twice a year.

Local party committees at all levels, when the congress is not in session, carry out the instructions of the party organization at the next higher level and the resolutions of the party congress at the corresponding level, direct the work of the local party and report regularly to the party committee at the next higher level on its work.

Article 27. Local party committees at all levels elect their standing committees, secretaries and deputy secretaries at plenary meetings and report them to the next higher party committee for approval. The standing committees of local party committees at all levels exercise the functions and powers of the party committees when they are not in session; During the session of the next congress, it shall continue to preside over its regular work until a new standing committee is elected.

The standing committees of local party committees at all levels regularly report their work to the plenary sessions of the committees and accept their oversight.

Article 28. The party's regional committees and organizations equivalent to them are representative organs dispatched by the party committees of provinces and autonomous regions within several counties, autonomous counties and cities. Chapter v primary party organizations

Primary party organizations in state-owned enterprises and collective enterprises shall play their role as the political core and conduct their work around the production and operation of the enterprises. Primary party organizations in non-public economic organizations shall implement the party's principles and policies, guide and supervise enterprises to abide by the laws and regulations of the state, lead trade unions, communist youth league and other mass organizations, unite and rally the workers, safeguard the legitimate rights and interests of all parties, and promote the healthy development of enterprises.

In public institutions where the administrative leaders assume full responsibility, the primary party organizations shall play the role of the political core. In institutions where the administrative leaders assume full responsibility under the leadership of the party committee, the primary party organizations discuss and make decisions on major issues and at the same time ensure that the administrative leaders fully exercise their functions and powers.

Primary party organizations in party and state organs at all levels shall assist the head of administration in fulfilling their tasks and improving their work, supervise every party member, including the head of administration, and not lead the work of their own units.

Chapter vi cadres of the party

Article 33 party cadres are the backbone of the party's cause and public servants of the people. Article 34 leading cadres at all levels of the party must, in an exemplary manner, perform the duties of party members as prescribed in article 3 of this constitution, and must meet the following basic requirements:

Article 35 party cadres should be good at cooperating with non-party cadres, respect them and be open-minded in learning from their strengths.

Party organizations at all levels should be good at identifying and recommending non-party cadres with genuine ability and learning to assume leadership positions, ensuring that they have the position and authority and giving full play to their role.

Article 36. Leading cadres at all levels of the party, whether elected through democratic elections or appointed by a leading organ, are not appointed for life and may be changed or removed from their posts.

Cadres whose age and health conditions are not suitable for continuing to work shall retire or retire in accordance with the regulations of the state.

Chapter vii party discipline

Article 37 party discipline is a code of conduct that must be observed by party organizations at all levels and by all party members. Party organizations must strictly implement and maintain party discipline, and party members must consciously accept the constraints of party discipline.

Article 38 party organizations shall, in the spirit of learning from past mistakes to avoid future ones and curing diseases to save others who violate party discipline, criticize, educate or even take disciplinary actions against party members according to the nature and seriousness of their mistakes.

Party members who seriously violate the criminal law must be expelled from the party.

It is strictly forbidden to treat party members in violation of the party constitution and state laws, and to retaliate against or falsely accuse or frame up party members. Organizations or individuals that violate these provisions must be subject to party discipline and state law.

Article 39 there are five types of disciplinary actions against the party: warning, serious warning, removal from party posts, probation within the party, and expulsion from the party.

Probation shall not exceed two years. Party members have no right to vote, vote or stand for election while on probation. If a party member has indeed corrected his or her mistake after being placed on probation within the party, his or her rights as a party member shall be restored; Those who persist in making mistakes and do not change them should be expelled from the party.

Expulsion from the party is the highest punishment within the party. When deciding or approving expulsion from the party, party organizations at all levels should study all relevant materials and opinions and adopt a very cautious attitude.

Article 40 any disciplinary action taken against a party member must be discussed and decided upon at the general meeting of the party branch concerned and submitted to the primary party committee for approval. If the issue involved is relatively important or complex, or a party member may be expelled from the party, the case shall be reported to the party's commission for discipline inspection at or above the county level for examination and approval, depending on the circumstances. Under special circumstances, party committees and commissions for discipline inspection at and above the county level shall have the power to decide directly on disciplinary actions to be taken against party members.

Any decision to remove a member or alternate member of a central committee or a local party committee at any level from his or her post within the party, place him or her on probation within the party, or expel him or her from the party, must be made by a majority of more than two-thirds of the plenary session of the party committee to which he or she belongs. Under special circumstances, the decision may first be made by the Political Bureau of the CPC Central Committee and the standing committee of a local committee at any level, which shall be ratified at the plenary meeting of the committee. A member or alternate member of the central committee who has seriously violated the criminal law shall be expelled from the party by decision of the Political Bureau of the CPC Central Committee; A member or alternate member of a local committee at any level who has seriously violated the criminal law shall be expelled from the party by the decision of the standing committee of the party committee at the corresponding level.

Article 41 when making a decision on disciplinary action against a party member, the party organization shall ascertain the facts from facts. The party's central commission for discipline inspection elects its standing committee, secretary and deputy secretaries at plenary sessions and reports them to the central committee for approval. The party's local commissions for discipline inspection at all levels elect their standing committees, secretaries and deputy secretaries at their plenary sessions, and they are approved by the party committees at the corresponding levels and reported to the party committees at higher levels for approval. Whether a primary party committee establishes a commission for discipline inspection or a commission for discipline inspection is determined by the party organization at the next higher level according to the specific circumstances. A general party branch committee and a party branch committee shall have discipline inspection commissioners.

The party's central commission for discipline inspection may, when necessary, appoint party discipline inspection teams or inspectors to party and state organs at the central level. When a commission for discipline inspection at any level finds that a member of the party committee at the corresponding level has committed a violation of party discipline, it may first conduct preliminary verification.

Article 45 a higher commission for discipline inspection shall have the power to inspect the work of a lower commission for discipline inspection and to approve and change the decisions of the lower commission for discipline inspection on a case. If a local commission for discipline inspection at any level or a primary commission for discipline inspection disagrees with the decision of the party committee at the corresponding level to handle a case, it may request a review by the commission at the next higher level. If the party committee at the corresponding level or its members are found to have violated party discipline, they shall have the right to appeal to the higher commission for discipline inspection for assistance in handling the matter if the party committee at the corresponding level fails to resolve the matter or fails to do so correctly.

Chapter ix party members' groups

Article 46 leading party members' groups may be formed in the leading bodies of central and local state organs, people's organizations, economic and cultural organizations and other non-party organizations. Article 49 the communist youth league of China is a mass organization of advanced young people under the leadership of the communist party of China. The central committee of the communist youth league is under the leadership of the CPC Central Committee. The local organizations of the communist youth league are led by the party committees at the corresponding levels and by the organizations at the higher levels.

Article 50 party committees at all levels shall strengthen their leadership over the communist youth league and pay attention to the selection and training of league cadres. The party should firmly support the communist youth league in carrying out its work in a lively and creative way according to the characteristics and needs of the young people, and give full play to the league's role as a commando and a bridge linking the young people.

Secretaries of league committees at and below the county level, and secretaries of league committees of enterprises and institutions who are party members, may attend meetings of party committees and standing committees at the corresponding levels as non-voting delegates.

Article 51 the emblem of the communist party of China is a design composed of a sickle and a hammer.

Article 52 the party flag of the communist party of China is a red flag decorated with a golden party emblem.

Article 53 the party emblem and flag are the symbol and symbol of the communist party of China. Party organizations at all levels and every party member must uphold the dignity of the party emblem and flag. Party emblems and flags should be made and used in accordance with regulations.
