Chapter I general provisions

Article 1 these regulations are formulated in accordance with the constitution of the communist party of China and relevant intra-party provisions and in the light of the actual work of party organs in order to strengthen and improve the party's work in party and state organs, give full play to the role of party organs at the primary level (hereinafter referred to as party organs).

Article 2 authority party organization with marxism-leninism, MAO zedong thought, deng xiaoping theory as our guide, closely around the party's basic line, combining with the characteristics of the work task and the department, strengthen the construction of the party's thought, organization, and style, to strengthen inner-party supervision, adhere to the governing party, give full play to the party's ideological, organizational and the advantage of close ties with the masses, promote the completion of various tasks of the department, service for reform, opening up and socialist modernization construction.

Article 3 party organizations of party organs shall assist the head of administration in completing the tasks, improving the work and supervising every party member, including the head of administration.

Article 4 party organizations of organs shall work under the leadership of the party committee at a higher level or the working committee for party organs, and shall accept the guidance of the leading party members' groups of their own departments.

Chapter ii establishment of party organizations

Article 5 a primary party committee shall be established if there are more than 100 party members in government organs. A primary party committee may also be established if its membership is less than 100 and its work requires the approval of the party organization at a higher level. Primary party committees are elected by party congresses or party congresses. Primary party committees at or above the prefectural level are elected for a term of four years; Primary party committees at the county level are elected for a term of three years. Article 6 a general party branch committee shall be established if the party organ has more than 50 party members. A general party branch committee may also be established if the number of party members is less than 50 and the work requires the approval of the party organization at a higher level. The general party branch committee is elected by the party congress for a term of three years. Article 7 a party branch shall be established if there are three or more full party members in an organ. A party branch with seven or more members shall establish a party branch committee, which shall be elected by the general meeting of party members. A party branch with fewer than seven members shall not have a party branch committee. The general meeting of party members shall elect one party branch secretary and, if necessary, one deputy secretary. A party branch committee or a secretary or deputy secretary of a party branch without a party branch committee shall serve a term of office of two years. Article 8 the primary party committees, general party branch committees, secretaries and deputy secretaries of party branch committees shall be elected and reported to the party organizations at higher levels for approval. The secretary shall generally be held concurrently by the administrative head of the party member of the department, or by party member cadres at the same level. Primary party committees of organs with more party members and directly affiliated institutions shall have full-time deputy secretaries. Full-time secretary, deputy secretary transfer during the term of office, should obtain the approval of the party organization of the superior organ in advance.

Article 9 a department that establishes a primary party committee shall, in general, establish a party commission for discipline inspection. Instead of setting up departments of party commissions for discipline inspection, party commissions for discipline inspection should be established in primary party committees.

Article 10 party organizations of party organs shall, in accordance with the needs of their work and in line with the principle of being lean, efficient and conducive to the strengthening of the party's work, set up offices and provide necessary personnel. The funds for the activities of party organizations shall be included in the administrative budget.

Chapter iii functions and duties of party organizations

Article 11 the main functions and responsibilities of primary party committees for party organs (including the general party branch committees or party branch committees that do not have primary party committees) are as follows:

(1) to publicize and carry out the party's line, principles and policies, publicize and carry out the resolutions of the party central committee, higher-level organizations and the organization itself, give full play to the role of the party organization as a fortress and the vanguard and exemplary role of party members, and support and assist the chief administrators in fulfilling the tasks entrusted to them.

(2) to organize party members to conscientiously study marxism-leninism, MAO zedong thought, deng xiaoping theory, the party's line, principles, policies and resolutions, and to acquire scientific, cultural and professional knowledge.

(3) to exercise strict control over party members, urge them to perform their obligations and protect their rights from infringement.

4) supervise party members, strictly enforce party discipline, strengthen party conduct and integrity, and resolutely combat corruption.

(5) to do well the ideological and political work of the functionaries of the state organs and promote the building of socialist spiritual civilization in the organs; Understand and reflect the opinions of the masses, safeguard their legitimate rights and interests, and help them solve practical difficulties.

(6) to educate, train and inspect active applicants for party membership and do a good job in the recruitment of party members.

(7) to assist cadres of party organizations and mass organizations of the leading party group (party committee) administrative organ; To cooperate with the cadre and personnel departments in the assessment and democratic evaluation of the administrative leading cadres of the organs; To put forward opinions and Suggestions on the appointment, removal, transfer, rewards and punishments of administrative cadres in government organs.

(8) the trade unions, communist youth league, women's committees and other mass organizations of the leading organs shall support these organizations in carrying out their work independently and responsibly in accordance with their respective articles of association.

(9) to direct the work of the party in the directly affiliated institutions according to the subordination of the party organizations.

Article 12 the main functions and responsibilities of party commissions for discipline inspection are as follows:

To uphold the constitution of the party and other intra-party laws and regulations, and to educate party members in abiding by discipline and law.

To inspect the implementation of the party's line, principles, policies and resolutions by party organizations and members.

3. Assisting primary party committees of party organs in improving party conduct and building a clean and honest government.

To examine and handle cases in which party organizations and members violate the constitution of the party and other rules and regulations within the party, and, in accordance with relevant provisions, decide or cancel disciplinary actions against party members in such cases.

(5) to accept complaints and appeals from party members.

Chapter iv education, administration and development of party members

Article 15 party members shall be recruited in strict accordance with the principles of adhering to standards, ensuring quality, improving the structure of the party and exercising prudent development and relevant regulations.

Chapter v intra-party supervision

Article 16 the purpose of intra-party supervision of party organs is to ensure that party members earnestly implement the party's line, principles and policies and the laws and regulations of the state, safeguard the party's unity and unity, maintain and implement party discipline, maintain the party's advanced nature and purity, and enhance the cohesion and fighting capacity of party organizations.

Article 17 the main contents of party organizations' supervision over party members, especially their leading cadres, are as follows:

1) ability to carry out the party's basic line, principles and policies, carry out the resolutions of the CPC Central Committee, higher-level organizations and their own organizations, maintain consistency with the CPC Central Committee and uphold the authority of the CPC Central Committee.

(2) whether he or she is able to participate in the organizational activities of a party branch to which he or she belongs, fulfill the obligations of a party member and fulfill the tasks assigned to him or her by the party branch.

(4) whether to insist on seeking truth from facts, serious investigation and research, tell the truth, do practical work and seek actual results.

(5) whether they can fulfill their duties, work hard, maintain close ties with the masses, serve the people wholeheartedly and correctly exercise the power entrusted by the people.

(6) whether they can adhere to the policy of making the ranks of cadres more revolutionary, younger in age, better educated and more professionally trained, and the principle of having both political integrity and ability as well as relevant provisions, so as to do a good job in the work of cadres.

(7) can be honest and self-discipline, model compliance with discipline and law, in strict accordance with the system, abide by professional ethics and social ethics.

(8) whether they can adhere to principles and dare to fight against various erroneous tendencies and violations of discipline and law.

Article 18 the main methods for party organizations of party organs to exercise supervision are as follows:

(1) to inspect party members' participation in organizational activities on a regular basis and report to all party members; Leading party cadres shall report to the next higher party organization on their participation in the activities organized by the party branch to which they belong.

(2) supervise and urge regular democratic meetings of party members and leading cadres. Before the meeting, collect the opinions of party members and the masses on leading party members and cadres, and truthfully convey them to them or report to them at the meeting; After the meeting, party members and leading cadres shall be supervised to carry out rectification according to the main opinions put forward by the masses both inside and outside the party, and shall report to the party organization at a higher level truthfully the implementation of the system of democratic life meetings, the development of criticism and self-criticism, and the main problems reflected in the life meetings.

(3) full-time secretaries or deputy secretaries of party organizations of organs that are not members of party leading groups (party committees) of the departments, attend as non-voting delegates the democratic life meetings of leading party members and cadres of the departments and the relevant meetings convened by party leading groups (party committees) and administrative heads.

(4) to understand and master the ideology, style of work and working conditions of party members and leading cadres of party organs, and report to the party leading group (party committee) of the department in a timely manner. To expose and investigate, in accordance with relevant regulations, violations of discipline committed by party organizations and party members.

(5) to convene party members and cadres of party organs at least once a year to hear briefings by the administrative heads of their respective departments on their major work.

(7) to truthfully report to the party organization at a higher level the thoughts, style and work of the leading party members and cadres of the department concerned.

Chapter vi ideological and political work

Article 19 party organizations of state organs should focus on the important work arrangements of the party and the state as well as the work of their own departments, and do a good job in ideological and political work in light of the ideological conditions of their functionaries.

Article 20 the functions and duties of party organizations of party organs in ideological and political work are as follows:

(1) strengthen ideological and political construction of leading bodies and cadres of institutions directly under the central government.

(2) ideological and political education for the functionaries of state organs. In view of the ideological and political situation of the staff, we should do regular ideological and political work.

(3) to guide the trade unions, communist youth league, women's committees and other mass organizations of the state organs in carrying out ideological and political work in accordance with their respective characteristics.

(4) to report regularly to the party leading group (party committee) of the department and the person in charge of administration on the ideological and political work of the organ and put forward opinions and Suggestions for improving the work.

Article 21 the organ party organization to deal with the office staff for the party's basic theory, basic line and policies education, the education situation and task, professional ethics education, help authorities staff set up the correct world outlook, the outlook on life, values, to enhance the global concept, idea and service consciousness of legal system, change the style of work, the better service for the grassroots, serve the masses.

Article 22 ideological and political work shall be combined with reality and with the solution of practical problems. Administrative leading cadres of party members should attach importance to and take the lead in ideological and political work.

Chapter vii construction of a contingent of party personnel

Article 23 the allocation of full-time party staff in government organs generally accounts for one to two percent of the total number of party staff; The proportion of government organs with fewer functionaries or directly affiliated institutions and departments with more functionaries may be appropriately increased. Chapter viii leadership and guidance over the work of primary party organizations in party organs

Article 27 working committees for party organs shall be established in organs directly under the central government, central state organs and organs directly under the provinces, autonomous regions and municipalities directly under the central government to direct the work of the party in organs directly under the central government. At the same time, a party commission for discipline inspection has been set up to direct the work of party discipline inspection in organs directly under the leadership of the party commission for discipline inspection at a higher level and the commission for party organs. The cities under the jurisdiction of a province or autonomous region or a municipality directly under the central government may also set up party organs working committees and party discipline inspection working committees as required.

Article 28 the main methods for guiding the party organization of a department are as follows:

Putting party work of party organs on the agenda of the party leading group, discussing and studying it regularly, putting forward guiding opinions, and giving full play to the assisting and supervising role of party organizations of party organs in fulfilling various tasks of their own departments.

Chapter ix supplementary provisions

Article 30 these regulations shall apply to party organs, people's congresses, administrative organs, CPPCC organs, judicial organs, procuratorial organs and party organizations of people's organizations at and above the county level.

Article 31 the working committee for institutions directly under the CPC Central Committee, the working committee for state institutions of the CPC Central Committee and the party committees of provinces, autonomous regions and municipalities directly under the central government may, in accordance with these regulations and in the light of actual conditions, formulate measures for implementation.

Article 32 the Organization Department of the CPC Central Committee shall be responsible for the interpretation of these regulations.

Article 33 these regulations shall go into effect as of the date of promulgation.
